這是新的詐騙電話手法嗎?

最近常接到一些不認識的電話，打過來一直問我是誰，說有傳簡訊和留電話給他，
簡訊內容說有寫什麼民事訴訟的，還有電話打過來口氣很差說我到底是誰，就很莫名其妙問他是誰也不回答說我到底是誰.....

總感覺很不安.....是我的電話號碼被別人亂留嗎?還是這是新的詐騙手法啊?請好新的大大們解一下小弟的疑惑吧！
