國民黨台南市長參選人黃秀霜今天表示，台南市人口高齡化現象明顯，但卻是唯一沒有補助老人健保費的直轄市，值得大家關心。

黃秀霜指出，台南市總人口數至去年底為188萬3208人，65歲以上人口數為22萬9827人，佔全市人口約12%。且37個行政區中，有35區老年人口比例呈增加態勢。據內政部戶籍人口統計實務的定義，台南市共有16區屬高齡區、6區屬超高齡區，是值得大家高度關切的社會現象。

她說，人口老化情形較嚴重的行政區多位於合併升格前的台南縣；偏鄉地區原就資源較匱乏，加上城鄉發展不均、青年人口外移及人口老化問題，無疑雪上加霜，老人得不到應有的福利與照顧。

黃秀霜表示，人口老化不僅是年輕一輩、也是家庭及社會的負擔，更是影響經濟發展的重要因素之一。近日走訪基層時發現城鄉發展不均，市長賴清德執政這幾年來，並沒有好好關心、照顧台南市的老人。

她說，影響老人安養照顧的除了政策面之外，青年的經濟收入也是直接因素之一。因此，她所提出的重要政見中，制定了老人與婦幼福利與相關政策，以及建構青年就業與創業平台，這也是打造幸福宜居城市最基本的條件。(中央社)
