七大工業國集團（G7）和歐洲聯盟高層先後發表聲明，表示若俄羅斯未遵守明斯克協議有關停火約定，將對俄國發動新一波的制裁。

就在烏克蘭總統波洛申科（Petro Poroshenko）召開記者會，宣布烏克蘭東部衝突已獲控制，並在收尾階段之際，G7成員國外交部以及歐盟高層代表先後發表聲明表示，若俄國未遵守明斯克協議，將不排除對俄實施新一波制裁行動。

G7和歐盟代表認為，制裁不是最終目的，而是藉此手段使俄羅斯能確實遵守協議內容，並尊重烏克蘭政權。

明斯克協議指的是5日基輔政府和烏東親俄軍隊代表，在白俄羅斯首都明斯克簽訂的停火協議。根據協議內容，俄羅斯軍人和軍備必須全數從烏東撤出，並確保俄烏邊界和平。

而依據國際觀察人員的報告，停火至今，基輔政府和烏東民兵大致遵守協議內容。(中央社)
