國道1號未保持安全距離之罰單的問題

請問上禮拜天我在國道1號內側道發生連環追撞 , 當天晚上公路警察以忙碌為由要我們將車子開到警察分隊處理 , 並無到場處理. 後續結果是我被開一張未保持安全距離的罰單 . 但是前方車輛並無開單 . 請問這張罰單我可以申訴成功不罰嗎? 因為交警無證據說我未保持安全距離.

當天到分隊處理有我前方二台車及我最後一台車 ( 我後方也有一台車追撞我 , 但跑掉了 , 又無行車紀錄器)
