護童不力 監院一口氣糾正20縣市

監察院上午通過糾正案，指教育部與各地方政府未能法落實推展各項家庭教育活動，以致各地家庭教育中心服務成效不彰，讓兒童受虐案件暴增等社會問題日益嚴重，要求政府改善。一口氣糾正20個縣市，只有宜蘭、台東未遭波及，其餘各縣市幾全部淪陷。

監委沈美真、黃武次與劉玉山調查指出，我國雖面臨嚴重的少子化問題，但受虐兒童人數不減，反而暴增，兒童與少年保護通報案件，從民國93年的8494件，增加到99年的30974件，100年雖略降為28955件，但101年又攀升到35823件；調查後列為兒童及少年保護個案也有逐年成長的趨勢，由94年的18454人，100年略降為17667人，101年又攀升至19174件。

監委歸納出造成家庭功能弱化可能的原因，包括我國婦女總生育數一路下滑、人口快速老化、女性勞動參與率上升、跨國婚姻增加、失業率升高、隔代、單親家庭增加、與家庭相關社會問題曾出不窮，讓家庭在教育、扶養、照顧等功能被弱化等。
