國防部著眼志願役人力成長需求，放寬多項招募限制，包括甄選身高、擴大女性名額等，並將積極改善軍中環境，期待達成「募兵制」計畫目標。
為了增加招募人力來源，今（102）年起，國防部已採取增加報考梯次、時間，及簡化考試流程、放寬甄選條件，還有擴大女性名額等多元招募措施，來吸引社會各界青年朋友報考。
對於放寬徵選條件中的身高限制，資源規劃司副司長白捷隆少將表示，已參考國外先進國家標準，男性部分，從原本的158～195公分，改至152～200公分；女性則從155～195公分，改至150～200公分。
在「洪案」過後，國防部的形象遭受打擊，多少影響國軍的人才招募，白捷隆表示，已經重新審視軍內生活設施，並調整訓練模式，另增加外（散）次數，並致力推動各項招募與留營配套措施，增進青年從軍與官兵留營。
另在薪水及獎金部分，啟動「志願士兵起薪調整」，並增設「戰鬥部隊加給」、「留營慰助金」及調增「地域加給」等配套措施，期待吸引更多志願役人力。
