紅衫軍副總指揮 被指侵吞補助款

台北市議員李慶鋒2日開記者會，指紅衫軍副總指揮呂學海任負責人的「世界公民文化協會」去年11月與北市文化局簽約，取得市定古蹟「撫台街洋樓」5年營運權及補助金800萬元後，卻遲未開幕，今年7月22日遭解約，至今拒絕償還未獲文化局核銷的256萬元，他要求市府要採司法途徑催討；協會說已聘律師處理此事，其餘不作說明。
