How do you translate UN’s subordinate bodies into Chinese?

1.聯合國的下屬機構
2.聯合國的周邊組織

Some examples of such “subordinate bodies” are IMO (International Maritime Organization), WHO (World Health Organization), United Nations Atomic Energy Commission…etc.

I understand that in English, the word “subordinate” means “下屬”. However, in practice, those organizations virtually function quite independently.

Today, someone told me that he has heard people calling these organizations “聯合國周邊組織” instead of “聯合國下屬機構”.

What do think? Which translation is idiomatically correct?
